A Message from Our Board Chair

I am pleased to announce the appointment of Denise Andrea Campbell, Deputy City Manager, Community Development and Social Services at the City of Toronto, as the City Manager’s designate on the TSHC Board of Directors, effective immediately until December 31, 2026. 

Denise brings extensive experience in senior services, social development, and municipal leadership, with a strong commitment to social justice and vulnerable populations. As Deputy City Manager, she leads key areas including Seniors Services and Long-Term Care, Social Development, Children’s Services, the Indigenous Affairs Office, and Toronto Employment and Social Services, demonstrating a significant focus on seniors. 

Denise has a long history of service with the City of Toronto, holding roles of increasing responsibility since 2004. Most recently, as Executive Director, Social Development, Finance and Administration, she managed significant funding for important services and led major change initiatives. Her work on the Toronto Community Crisis Service gained recognition in 2021 when Toronto Life named her one of the city’s 50 Most Influential People. 

Her experience in senior-focused service areas, strategic policy development, and driving positive change will be invaluable to Toronto Seniors Housing. Her commitment to social justice and understanding of vulnerable population supports align with our mandate to enable tenants to age at home comfortably and with dignity. 

As we welcome Denise, we say farewell to Jag Sharma. We thank Jag for his involvement and contributions during his time on the TSHC Board and wish him all the best in his ongoing work with the City of Toronto.

About Denise Andrea Campbell  

Denise Andrea Campbell is a purpose-driven executive leader with a successful history of delivering transformational change on social justice issues. In March 2025, Toronto City Council appointed Denise as Deputy City Manager, Community Development and Social Services, to lead service areas consisting of Social Development, Seniors Services and Long-Term Care, Children’s Services, Indigenous Affairs Office, and Toronto Employment and Social Services.  

Having joined the City in 2004, Denise has held a series of progressive leadership roles, serving as the Executive Director, Social Development, Finance and Administration, since 2019. In this capacity, she provided strategic policy and financial leadership to the management of approximately $2 billion in financial subsidy programs from the federal and provincial governments for cost-shared services and led transformative change initiatives like the Toronto Action Plan to Confront Anti-Black Racism, SafeTO, and the TO Supports COVID Equity Plan and Community Vaccine Mobilization. In 2021, Toronto Life named Denise one of Toronto’s 50 Most Influential People for her work developing the Toronto Community Crisis Service.  

Denise is also the recipient of the 2023 Lieutenant Governor’s Medal of Distinction in Public Administration, Ontario’s highest honour for public service. Denise holds a Master of Management degree from McGill University and a Bachelor of Arts (BA) in Political Science from the University of Ottawa.
